The legal pushback originated from a lawsuit filed by two toy companies, which challenged the scope of presidential power. A federal judge in Washington, D.C., ruled that President Trump lacked the constitutional authority to impose tariffs aimed at reshaping global trade.

Judge Rudolph Contreras aligned with a similar decision from the Court of International Trade but offered a narrower ruling. His injunction applied only to the plaintiff companies, rather than imposing a nationwide ban on the tariffs.

In response, a federal appeals court quickly stepped in, placing a temporary hold on the trade court’s broader ruling. This delay created a window for the administration to argue its case and preserve its bargaining power during trade talks.

On Monday, the Justice Department submitted a filing claiming that invalidating the tariffs weakens their strategic value. Officials warned that this move could severely impact ongoing discussions by removing a credible tool from the president’s negotiation arsenal.

They also argued that the district court lacked proper jurisdiction, insisting that only the Court of International Trade should decide such matters. The administration sees these court battles as a serious threat to its global economic agenda.
